How do I increase and decrease the eliptical marques in photoshop 7.0 to make fit around an object?

After you have drawn your ellipse, you can expand or contract it with options on the Select menu: Select / Modify/ Expand (or Contract)
As long as your Ellipse tool is active (meaning it's the one selected in the toolbox) you can drag the marque around with the cursor (be sure you click down *inside* the ellipse, and hold while dragging) and you can also nudge it one pixel at a time with the arrow keys.

You drag one side until it is the right size, then drag the outline to fit the object.
